Abu Dhabi Muslim Scholars issued a web site for saying about the Islamic Fatwa restrictions. According to them those are among the 350,000 Islamic religious decrees, called Fatwas.

The term Fatwas cover vast range personal and religious questions submitted online or over phone or via text to the general authority of the Islamic Affairs and Endowment.

Body paint and vuvuzela are permissible to the stadium if they are not too noisy for any soccer game and even the next soccer world cup which is supposed to be organized in Abu Dhabi.

The government ruled out that whoever brings something like that must make sure that the noise is not more than 100 decibels. But as stated before another report says that it is still illegal to kill any donkey, bird, or any other animal even if it is noisy or annoying.

As for the rules, body paints, hair color and makeup are allowed as long as it is temporary but tattoos are banned because it is permanent. Car raffles are also ruled out because it is noticed as gambling.
